the placing of Annulets between letters within words is noted by Stewartby (See 'English Coins 1180 to 1551' page 259 PTC Series E Groats).
II = Unbarred N's.
R looks like P with horizontal bar at the foot of the upright.
Squared E in Edward - although most of the letter is off-flan the square horizontal foot of the E is clear.
The lower half of the final B of hYB is just visible next to the lower stub of the initial cross.
Rev: Long cross quartered by trefoil of pellets in the angles.

Inner Legend: LOII/DOII/CIVI/TAS - unbarred N's & A.
