This type is very interesting in that it copies a classical theme displayed on engraved gems of this period. See for example the carnelian in Vienna:

The waves around the bust don't correspond to a drapery or veil but to water, this is well illustrated on another small serie of similar gems but featuring a male deity seen from front: the representation is a swimming deity.

The identification is disputed: a nereid (Galene or Amphitrite), Selene (one gem features a moon crescent behind the bust), or even Venus? See Plantzos, Hellenistic engraved gems.
