Yes, this is Shrewsbury mint, class 3ab1. This lettering combination is only known for the moneyer Peris (Peter, son of Clement) - with full reverse legend of PER/ISO/HS/RO - only 2 of the 185 Shrewsbury coins remaining in the Brussels Hoard were of this type, so it's quite rare.
